我厂是实行厂长负责制的试点单位。开始时,党委内部认识很不一致,有的同志认为:“这是不要党的领导,会偏离社会主义方向”;有的同志认为:“改革以后,党委的地位低了,权力小了,任务轻了,责任小了,可以歇歇脚了”;还有的同志认为:“今后,党委一没权,二没钱,说话没人听,工作不好开展。”但是,通过回顾总结我厂三十多年来领导体制的几次变更的经验和教训;调查分析改革中思想政治工作的繁重任务,认识逐步统一起来。党委会逐步比较自觉地在思想和行动上实行了三个转变:
