“以人为本,教育为先”。企业HSE管理水平因“人、机、料、法、环”五大要素的综合评价情况而定。在五大要素中,人的因素是最主要的,也是变数最大的,企业HSE管理体系中出现的不符合项,大多均能在该要素中找到原因;从发生的各类安全环保事故案例中可以看出,发生事故相当主要的一个原因,就是领导和员工的HSE意识与能力存在差距。这一差距的缩小,有赖于法律、法规和规章制度的完善与HSE培训的强化。
