激励可再生能源消纳的特高压输电电价形成方法

中国特高压技术世界领先,其工程建设及运行安全高效,以特高压电网为骨干网架的大范围能源优化配置平台已逐步形成。为有效利用该平台实现可再生能源的高比例消纳,尚需要进一步构建并完善基于特高压的跨区域省间交易市场,其中特高压输电电价形成机制是关键点之一。提出了激励可再生能源消纳的特高压输电电价形成方法。首先对可再生能源的消纳目标进行了解析;然后基于其规模及布局,开展模拟交易;在完全消纳可再生能源的基础上,用交易价差倒逼形成了特高压输电电价;最后通过计算该电价与成本定价的差额,得到了输电电价补贴水平。案例分析证明了所提方法的有效性。所提方法充分考虑了可再生能源的跨区交易问题,对基于特高压的跨区交易市场构建有一定参考价值。 China has the world’s leading UHV technology. Its engineering construction and operation are safe and efficient. A large-scale energy optimization deployment platform featuring UHV grid as its backbone has been gradually formed. In order to effectively utilize this platform to achieve a high proportion of renewable energy consumption, it is necessary to further build and perfect the inter-regional trade market based on UHV. Among them, the formation mechanism of UHV transmission tariffs is one of the key points. Proposed to stimulate renewable energy consumption of UHV transmission pricing method. First of all, it analyzes the goal of renewable energy consumption; then, based on its scale and layout, it conducts simulated transactions; on the basis of completely absorbing renewable energy, it forms the UHV transmission tariff by using transactional spread; finally, The difference between the price of electricity and the cost of electricity transmission has been subsidized. Case studies demonstrate the effectiveness of the proposed method. The proposed method takes full account of the trans-regional transaction of renewable energy and provides reference value for the construction of trans-regional transaction market based on UHV.
