本文从我国各省区市排放水平、减排潜力与排放核算报告核查能力方面详细分析了在全国碳市场建设中出现地区差异性的原因,在总结国内外碳市场建设中解决地区差异性问题的经验的基础上,提出解决全国碳市场地区差异性的政策建议:一是在充分发挥碳交易试点地区示范带动作用的前提下,逐渐扩大全国碳市场覆盖范围;二是在严格全国碳市场排放配额总量控制的前提下,差异化设定各地排放配额总量;三是在全国碳市场排放配额分配总体“适度从紧”的前提下,差异化分配各地纳管企业排放配额;四是在严格控制CCER参与全国碳市场履约抵消总量的前提下,差异化管理地方使用CCER抵消履约。
This paper analyzes in detail the reasons for the regional differences in the construction of the national carbon market in terms of emission levels, emission reduction potential and verification capacity of emission accounting reports in all provinces, autonomous regions and municipalities in China.
