论农村公共服务有效供给的政府层级体制改革

为公民提供有效的公共服务不仅是政治契约对政府终极价值的根本要求,也是政府巩固其合法性的根本理由和目的。当前农村公共服务有效供给不足问题很大程度上是由政府缺位、错位与越位导致的,而"位"的问题实质上是公共服务供给主体--政府的层级体制设置问题。减少行政纵向层级、化解五级体制之弊势在必行,依据农村公共服务有效供给这一现实导向,应着力于强化县级功能、简撤市级层次、转变乡镇职能等方面的政府体制改革,其中各级政府间的事权与财权的相匹配是问题的关键之所在。
