在旅游经营者和旅游消费者之间的关系中,旅游消费者始终处于被动的地位,这也让如何有效地保护旅游消费者权益成为人们关注的焦点。笔者认为,保护旅游消费者应和本地经济文化的和谐发展联系在一起,还需加强立法、成立旅游消费者权益保护组织、进行宣传教育等。此外,还要充分发挥行政监督、社会监督和媒体监督的作用,理顺这三者关系海南旅游消费者的合法权益将能得到最大程度的保障。旅游消费者保护的经济分析
