国际水资源协会(IWRA)于1987年4月5日在意大利罗马召开执行局理事会会议,会上印发了1986年6月14日在北京举行的该协会执行局理事会年会纪要。纪要申明:“会议经过讨论,一致同意承认中国地区委员会,……会议请协会主席任命中国地区委员会主席,再由中国地区委员会主席任命1名秘书兼司库。”国际水资源协会主席雷诺(Peter J·Reynolds,加拿大)任命该协会1986～1988年度副主席张泽祯为中国地区委员会主席。张泽祯提名并任命陈志恺(水科院高级工程师)为秘书兼司库。在罗马会议上,协会秘书长将会旗援与中国地区委员会。
The International Water Resources Association (IWRA) convened a board meeting of the Executive Board on April 5, 1987, in Rome, Italy. At the meeting, a summary of the annual meeting of the Executive Board of the Association was held in Beijing on June 14, 1986. The Minute stated: “After discussion, the meeting unanimously agreed to recognize the China Regional Committee, ... the meeting invited the chairman of the association to appoint the chairman of the China regional committee, and then the chairman of the China regional commission to appoint a secretary and treasurer.” Peter J, president of the International Water Resources Association Reynolds (Canada) appointed the vice president of the association from 1986 to 1988 as Chairman of the China Regional Committee. Zhang Zemin nominated and appointed Chen Zhiyu (Senior Engineer of the Institute of Water Resources) as secretary and treasurer. At the Rome conference, the secretary general of the association will sponsor the China Regional Committee.
