自上世纪70年代以来,邻避冲突已成为世界各国面临的共同挑战。中国自上世纪90年代以来,各类社会冲突呈快速上升趋势。这些社会冲突主要集中在土地和拆迁纠纷、劳资冲突、邻避冲突等三大领域。而邻避冲突大多演变为邻避型群体性事件,甚至升级为暴力性群体事件,这已成为政府必须面对和应对的社会问题。本文选择近年来影响较大的多起典型邻避型群体事件,分析这类事件的特征、成因,并探讨有效应对这类事件的对策。一、何谓邻避冲突与邻避型群 Since the 1970s, avoiding conflicts has become a common challenge facing all countries in the world. Since the 90s of last century in China, various types of social conflicts have shown a rapid upward trend. These social conflicts are mainly concentrated in three major areas: land and demolition disputes, labor conflicts, and conflict avoidance. However, most of the conflicts between neighboring countries have evolved into groups of neighboring-type avoidance and even escalation to violent mass incidents, which has become a social issue that the government must face and cope with. This article chooses a number of typical neighborhood avoidance group events that have a great impact in recent years, analyzes the characteristics and causes of such events, and discusses the countermeasures to effectively deal with such events. First, what is to avoid conflict and avoidance type group
