针对配电网规划技术评价问题,选取供电可靠率、综合线损率、单位投资增供负荷、容载比、满足N-1主变比例、联络率、线路电缆化率、架空线路绝缘化率8个指标,应用基于时序动态视角的评价方法,即“五步法”:指标筛选→指标类型一致化→指标无量纲化→“纵横向”拉开档次法→TOWGA算子评价法,以吉林省3个地级市的配电网作为算例进行分析。这种方法没有丝毫主观色彩,适用于配电网规划技术动态评价,能够为供电企业同业对标提供参考。
