南方电网控制性能标准(CPS)指标存在与控制区域规模相关的特殊规律:在负荷规模相差悬殊的控制区域之间,CPS1指标的分布具有显著的差异。通过对北美CPS原理的深入分析,研究并验证了该现象的产生机理,指出由于区域控制偏差的平均波动与频率响应系数总体呈非线性正相关关系,因此CPS用于评价规模悬殊区域控制性能时存在适用性问题。引入各控制区域中短周期负荷波动平均幅值,提出了北美电力可靠性集团(NERC)标准评价规模悬殊区域控制性能的适应性调整方法。仿真结果表明,该方法消除了规模悬殊区域间CPS1指标的特殊分布现象,能够解决CPS的适用性问题。
China Southern Power Grid Performance Control Standard (CPS) has some special rules related to the size of the control area. There is a significant difference in the distribution of CPS1 indicators between control areas where the load scales vary greatly. Through the deep analysis of CPS principle in North America, the mechanism of this phenomenon is studied and verified. It is pointed out that due to the non-linear positive correlation between the average fluctuation of regional control deviation and frequency response coefficient, CPS is used to evaluate the control performance of large-scale regional disparity There are applicability issues. The average amplitude of short-period load fluctuations in each control area is introduced. The adaptive adjustment method of the regional control performance in the evaluation scale of North American Electric Reliability Group (NERC) is proposed. The simulation results show that this method can eliminate the special distribution of CPS1 index in the area with large scale and can solve the applicability of CPS.
