兰州炼油厂于1958年9月提前完成第一期工程之后,在不到半年的时间里,实现了无事故试运转,并很快地组织了全厂的正常生产,建立了正常的生产秩序。特别在党的八届八中全会文件学习以后,职工群众的觉悟水平空前提高,敢想敢干,干劲冲天,党指到哪里就打到哪里,哪里有困难就把困难消灭在那里,因而在生产上出现了一个声势浩大,生气蓬勃的新局面。生产水平不断提高,轻质油收率达到58％以上,较设计提高4％左右,润滑油产量较设计翻了一番,各个装置的生产能力全部超过了设计,原油加工能力超过设计40％,总损耗降低到1.5％以下。1959年提前21天完成了全年总产值计划,提前17天全面超额完成了国家各项指标,成本降低13.7％;上缴利润完成133％,并试制成193种新产品,整个企业管理水平和其他各项工作都向前跃进了一步。
