新乐市政府成立促进平等就业委员会,本次调研为其职责之一。调研结果显示:无论是在招聘阶段还是在整个职业生涯,就业歧视现象普遍存在且种类繁多,通过劳务派遣、劳务外包等方式规避劳动法的行为对劳动者平等就业权的损害最严重。职场性骚扰受害人包括男女职工。在招聘阶段年龄歧视居于首位。不同性质用人单位管理岗位或高工资岗位的女职工偏少。在劳动合同中有禁止或限制结婚、生育条款,存在因为怀孕、生产以及哺乳而被单位调到差的工作岗位或被降低工资、甚至被解雇的现象,女职工生育费用报销比例极低。男女收入存在显著差异,正式工与临时工差别对待现象很严重,劳务派遣工与劳务外包工之间严重的同工不同酬问题,身份歧视是最严重的歧视类型。调查对象对就业性别歧视的界定存在认知误区,对就业歧视原因也缺乏正确认知,需要相关培训、宣传和教育。其中反映的社会性别角色刻板化分工的传统观念亟待扭转。受害人维权途径选择向法院提起诉讼的比例很低,多数倾向于向亲友寻求帮助。劳动关系对合作的更高依赖性需要反就业歧视专门机构的协调。新乐市反就业歧视专门机构的试点经验值得推广。

The victim's choice of rights approach to court is low, and most tend to seek help from friends and relatives.
