我局于1998年成立青年理论学习小组,局领导对此高度重视。局党委主要领导在每月局党支部例会上都要听取青年理论学习工作汇报。局行政主要领导除对青年理论学习工作提出要求外,每年还拨专项活动经费保证青年理论学习小组工作的顺利开展。一、抓制度落实的一惯性理论学习是一项长期的工作,没有好的制度作保证,理论学习常常会产生“脚踩西瓜皮,滑到哪里是哪里”的状况。为此,局青年理论学习小组十分重视制度建设,制定了学习考勤制度、检查制度、交流制度、辅导制度。在坚持考勤制度上,青年理论学习小组一直坚持每周四的理论学习,每季度1-2次集中学习,安排专人查考勤,每次学习出勤率要求90%以上。在坚持检查制度上,结合半年或年终工作检查听取汇报,进行检查和抽查理论学习情况。在坚持交流制度上,青
