土地是一种不可再生、关系国计民生的重要战略资源;耕地是广大农民赖以生存的基础。根据国土资源部历年来统计公报数据揭示,新增交通用地在各类新增建设用地中居第3位(17%),而其中又以高速公路建设用地最为突出。面对既要发展、又要保护的新形势,如何做到在发展经济建设的前提下,又能实现合理节约和使用土地,减少对耕地的占用,已成为公路建设必须面对的新问题。通过对武昆高速公路可研阶段节约用地、控制建设用地规模的对策分析,提出山区高速公路建设节约土地的对策和发展方向。
Land is an important strategic resource that can not be regenerated and has a bearing on national economy and people’s livelihood. Cultivated land is the basis for the vast number of peasants to survive. According to data from the statistical bulletin of the Ministry of Land and Resources over the years, the newly added land for communications ranks No. 3 (17%) in all kinds of newly-added construction land, of which the construction land for expressways is the most prominent. Faced with the new situation that needs both development and protection, how to achieve the goal of economically saving and using land and reducing the occupation of arable land has become a new problem that highway construction must face under the premise of economic development. Through the feasibility study of saving land and controlling the scale of construction land in the feasibility study stage of Wukun Expressway, the countermeasures and the development direction of mountain land highway construction in saving land are put forward.
