《中共中央、国务院关于卫生改革与发展的决定》(以下简称《决定》)提出,“卫生机构通过改革和严格管理,建立有责任、有激励、有约束、有竞争、有活力的运行机制。”建立以“五有”为特点的运行机制焦点是人事分配制度改革。因此,湖北省赤壁市人民医院在前几年改革的基础上,进一步解放思想,更新观念,以人事分配制度改革为突破口,不断深化医院改革。其具体作法:
