Performance management is a new issue for the management of public institutions. The result of performance appraisal plays an important role in perfecting the management of public institutions. Supported by the theory of strategic human resources management, Beijing Institute of Trade Union Cadres has tried to implement the organizational performance management system in public institutions since 2008, and explored a path of performance management in public institutions in practice.
