2014年11月,由住建部组织编制的《海绵城市建设技术指南——低影响开发雨水系统构建》(以下简称《指南》)发布实施。《指南》明确海绵城市建设应统筹低影响开发雨水系统、城市雨水管渠系统及超标雨水径流排放系统,通过建立“渗、蓄、滞、用、排”五位一体的新型城市雨水处理系统,以缓解城市内涝,并将低影响开发雨水系统落实到城市开发建设的各个环节中。《指南》为实现城市良性水文循环、维持或恢复城市对径流雨水的渗透、调蓄、净化、利用和排放能力,并进一步开展海绵城市建设提供指导和依据。 In November 2014, “Technical Guide for Sponge City Construction - Construction of Low Impact Development Rainwater System” (hereinafter referred to as “Guide”) compiled and implemented by the Ministry of Housing and Urban-Rural Development was promulgated. According to the Guidelines, spontaneous urban development should co-ordinate the development of low-impact rainwater system, urban stormwater drainage system and excessive runoff discharge system. By establishing a new urban stormwater treatment system with integrated “infiltration, storage, stagnation, use and drainage” In order to alleviate urban waterlogging, and to implement low-impact rainwater system development in all aspects of urban development and construction. The Guide provides guidance and basis for achieving a virtuous urban hydrological cycle, maintaining or restoring the city’s ability to infiltrate, regulate, purify, utilize and discharge runoff and storm water, and to further develop a sponge city.
