国以民为本,民以食为天,食品安全是关系人民群众生命健康和社会稳定的重大问题。近年来随着中国经济社会的快速发展、公民食品安全意识的觉醒、媒体关注度的提升和不安全食品危害事件的频繁发生,政府单一主体的治理模式已不能满足当前社会对食品安全治理的需求。文章分析了当前我国食品安全治理中多元治理主体面临的治理困境,在此基础上探讨构建食品安全治理中多元主体间互动协作关系的可能路径。
Taking the people as the basis and the people’s food as the goal, food safety is a major issue that concerns the people’s life, health and social stability. In recent years, with the rapid economic and social development in China, the awakening of citizens’ awareness of food safety, the media attention and the frequent occurrence of unsafe food hazards, the government’s single-entity governance model can no longer meet the current social demand for food safety governance . This article analyzes the dilemmas faced by the pluralistic governance entities in China’s current food safety governance, and on this basis, probes into the possible paths for building an interactive and collaborative relationship among multiple entities in food security governance.
