地方债新政下,拓宽农发行业务发展空间,提升可持续发展能力成为重要课题。农发行应结合地方实际,积极借鉴银行同业经验,及时调整公司类法人客户发展策略和信贷政策,采取多样化的方式支持农业农村基础设施建设。近期,国务院下发了国发[2014]18号文件,提出了加强地方政府债务管理的有关意见,同时监管部门也对2014年农发行地方政府融资平台贷款“总量控制”提出了新要求。为积极适应外部政策的调整,拓宽农发行未来业务发展空间,提升可持续发展能力,本文结合上海实际,就如何开展农业农村基础设施建设贷款业务进行探讨。一、当前上海市农业农村基础设施建设项目投融资思路及模式
