历经几十年的建设,加拿大早已形成了由铁路、公路、水运、航空等四种运输方式组成的综合运输网络,并在服务于国家、促进经济发展等方面起着十分重要的作用。 但是,长期以来,过多的设施建设,过剩的运输能力,重叠的管理机构,过大的管理开支,过多的政府补贴,过时的政策束缚,都成了困扰交通运输业不断发展的障碍。为此,运输部制定了综合发展战略,出台了一系列的政策、法律,把过去由国家办的事下放给公司由市场去办,并逐步消减补贴,推进各种运输方式、各部门进行市场化改革,以为迈进21世纪做好准备。
After decades of construction, Canada has long formed an integrated transport network consisting of four modes of transport: railways, highways, waterways and aviation, and plays an important role in serving the country and promoting economic development.
