上海地铁碰撞事故虽未造成重大损失,却给地铁应急管理敲响了警钟。本文从应急管理和城市管理的角度对这次突发灾害的原因进行剖析,特别分析了上海地铁应急处置、应急预案和救援体系、信息发布和管理体制等关键问题,运用灾害学、控制论、应急管理理论构建了地铁突发灾害应急管理相互作用系统,提出了阶段处置模型、信息发布流程模型等相应的应急管理对策。 Although the Shanghai subway collision accident did not cause heavy losses, it gave a wake-up call to the subway emergency management. This article analyzes the causes of this sudden disaster from the perspectives of emergency management and city management, especially analyzes the key issues such as emergency response, contingency plan and rescue system, information release and management system of Shanghai Metro. By using such theories as catastrophism, cybernetics, Emergency management theory to build a subway emergency management system of emergency management, proposed phase disposal model, the information release process model and other corresponding emergency management countermeasures.
