当前,我国发展进入新常态,利益格局深刻调整,社会矛盾纷繁复杂,涉法涉诉信访工作面临不少新情况新问题。党的十八大强调,要更加注重发挥法治在国家治理和社会管理中的重要作用。党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》明确要求,改革信访工作制度,把涉法涉诉信访纳入法治轨道解决,建立涉法涉诉信访依法终结制度。中央的改革思路为各级政法机关指明了方向。本文中,笔者力求客观把握涉法涉诉信访工作的规律特点,分析改革工作中存在的困难和问题,有针对性地提出对策建议。 At present, the development of our country has entered a new normal, the pattern of interest adjustment has been profoundly adjusted, and the social conflicts have become complicated. There are quite a few new and new issues facing the law-related petitions involving letters and calls. The 18th CPC National Congress emphasized that we should pay more attention to giving play to the important role played by the rule of law in state administration and social management. The Decision of the CPC Central Committee and the Third Plenary Session of the 18th CPC Central Committee on Several Important Issues concerning the Overall Deepening of the Reform explicitly called for the reform of the system of petitions and letters of work and the inclusion of letters and petitions involving litigation in the track of the rule of law and the establishment of a law- system. The reform thinking of the Central Government has pointed out the direction for the political and legal organs at all levels. In this article, the author tries hard to objectively grasp the regularity and characteristics of petitioning work related to lawsuits, analyzes the difficulties and problems in the reform work, and puts forward the countermeasures and suggestions in a targeted way.
