自1997年国民经济成功地实现“软着陆”以来,我国经济继续保持了长期平稳增长的势头。但经济运行中也伴随着明显的需求不足,市场不旺,经济增长乏力等突出问题。面对严峻形势,中央政府陆续采取了一系列货币政策和财政政策对国民经济进行宏观调控,虽取得了一些成效,但由于“两大政策”的配合运作在时机上和力度上还不够协调和及时,加之自身作用的限制,致使调控效果不很理想。
