当前，为了及时、有效地打击流窜犯罪分子和跨地区犯罪活动，迫切需要加强各地公安机关的办案协作。公安部１９９８年５月１４日发布的《公安机关办理刑事案件程序规定》中，对办案协作的原则、内容和具体程序作了明确具体的规定。实施办案协作应该注意以下几个问题：（一）领导重视，做好协调工作。（二）各地、各级公安机关及其业务部门要树立全国一盘棋的思想，加强协作，互相配合。（三）建立各种多层次、多警种的完善的办案协作制度。（四）请求协作的公安机关要发挥主导作用。
At present, in order to crack down on criminals and trans-regional criminal activities in a timely and effective manner, there is an urgent need to intensify handling cases and coordination of public security organs in various places. In the Provisions of the Public Security Organs on Handling Criminal Cases promulgated on May 14, 1998, the Ministry of Public Security made clear and specific provisions on the principles, contents and specific procedures for handling cases. The implementation of case coordination should pay attention to the following questions: (A) the leadership attention and coordination. (2) The public security organs and their business units at all levels and at all levels should establish a national idea of a game of chess, and strengthen coordination and mutual cooperation. (III) Establishing a sound system of case handling and coordination at various levels and with more kinds of police. (4) Public security organs that request cooperation should play a leading role.
