我国保障性住房项目进入大规模建设与竣工阶段,但总体上我国住房保障工作仍处于探索阶段。保障房建设管理实践中出现的诸多问题亟需评价、总结与改进,但受配套制度建设滞后、评价标准复杂、评价主体选择困境等因素制约,未能有效开展。保障房项目后评价应该着眼于过程绩效,指标体系的构建从保障公平过程与建设过程两个方面入手,对制度效率、公平目标、建设管理过程、后续管理等方面进行全过程动态评价。
China’s affordable housing project has entered a large-scale construction and completion phase, but overall China’s housing security work is still in the exploratory stage. However, due to the lagging construction of supporting systems, the complicated evaluation criteria and the predicament of evaluation subject selection, many problems in the construction management of affordable housing are urgently needed to be evaluated, summarized and improved. After the protection of housing project evaluation should focus on process performance, the index system from the protection of fair process and the construction process from two aspects, the system efficiency, fair objectives, construction management process, follow-up management and other aspects of the whole process of dynamic evaluation.
