笔者去年在美国进修时曾到美国波士顿联邦储备银行人事部实习3个多月,实地参与并考察了该行的人事管理,从中得到了一些启示。美国波士顿联邦储备银行是美国联邦储备银行体系中的一个重要银行,现有雇员900多人。该行有一套完整的人事管理政策和严密的人事管理体制。该行董事会制定颁布的“人事管理规划”和“人事行动计划”都对有关的重要的人事管理政策作了明确的规定。
When the author studied in the United States last year, he went to the Federal Department of Human Resources of the Federal Reserve Bank of Boston to practice for more than three months. He participated in and inspected the personnel management of the bank and gained some inspiration. The Boston Federal Reserve Bank of the United States is an important bank in the United States Federal Reserve Bank system and currently employs more than 900 people. The bank has a complete set of personnel management policies and a strict personnel management system. The “Personnel Management Plan” and the “Personnel Action Plan” enacted and enacted by the board of directors of the Bank have clearly stipulated relevant important personnel management policies.
