在对建国初期上海市居民委员会创建的历史考察基础上,本文继续研究了１９５２－１９５７年上海市居民委员会发展与完善的历史过程。这一期间,上海市居民委员会的主要特征是在整顿中完善。整顿的着重点是组织的纯洁与规范,目的是为了对其加以改造,以保障它成为符合党和政府要求的群众性基层组织。由此,可以发现居民委员会发展过程中行政化色彩浓厚之根源。
Based on the historical investigation of the establishment of Shanghai residents committees in the early days of the founding of New China, this paper continues to study the historical process of the development and improvement of the Shanghai neighborhood committees from 1952 to 1957. During this period, the main feature of the Shanghai neighborhood committee was its improvement in rectification. The rectification focuses on the purity and standardization of the organization in order to reform it to ensure that it becomes a mass grassroots organization that meets the requirements of the party and the government. As a result, we can find the roots of the strong administrative style in the development of neighborhood committees.
