近年来中国与拉美国家的文化贸易有了较大发展。中国与拉美国家进行文化贸易的条件总体上讲是有利的。但是,中国学术界和企业界对文化产业的研究很不深入,在许多方面仍是空白。因此,为了发展中国与拉美国家乃至其他国家的文化贸易,提高中国文化产品在对外贸易中的份额,首先必须高度重视对拉美国家的文化市场、文化消费模式、消费心理、风俗民情等相关问题的深入研究,可充分利用中国驻拉美国家的外交机构、企业、留学生和华侨等的力量,为中国的文化企业提供最真实的第一手材料。其次,在深入研究拉美国家国情的基础上,中国的文化企业应与研究机构和高校联手,共同开发适合拉美国家消费的文化产品。再次,加大中国对外贸易体制改革的力度,全面实施“走出去”的文化产业发展战略。最后,有关部门(如外交部、中联部、商务部、中国社科院、中拉友好协会和相关高校等)应向中国文化企业大力宣传介绍拉美国家的各种情况和信息,举办各种形式的讲座和报告会,邀请拉美国家驻中国外交机构和企业介绍拉美国家的政治、经济、社会和文化情况,提高中国文化企业对拉美国家文化市场的认识,加强中国文化企业与拉美国家的交流。

Secondly, on the basis of a thorough study of the national conditions of Latin American countries, China’s cultural enterprises should join forces with research institutions and universities to jointly develop cultural products suitable for Latin American countries’ consumption. Third, we will step up efforts to reform China’s foreign trade system and fully implement the strategy of “going global” for the development of the cultural industry. Finally, the relevant departments (such as the Ministry of Foreign Affairs, the Department of Central China, the Ministry of Commerce, the Chinese Academy of Social Sciences, the China-Latin America Friendship Association and relevant universities, etc.) should vigorously promote and introduce various situations and information to Latin American countries to Chinese cultural enterprises and organize various Forms of lectures and lectures, invites Latin American countries diplomatic agencies and enterprises in China to introduce the political, economic, social and cultural conditions in Latin American countries, enhance awareness of Chinese cultural enterprises on Latin American countries’ cultural markets, and enhance exchanges between Chinese cultural enterprises and Latin American countries .
