2005年12月26日,备受关注的溪洛渡水电站正式开工。开工仪式在溪洛渡施工现场隆重举行。中共中央政治局委员、国务院副总理曾培炎为溪洛渡工程开工发来贺信,国家发改委副主任张国宝宣布溪洛渡水电站正式开工。金沙江是我国规划建设的最大水电基地和重要能源基地,溪洛渡水电站是金沙江开发的一期工程,是金沙江干流上开工建设的第一座电站,是国家“十五”计划纲要确定的国家重点建设项目和西部大开发的标志性工程．也是继三峡工程之后我国第二大水电站。工程对保证三峡工程的正常运行和效益的充分发挥．加快金沙江流域开发,变西部地区资源优势为经济优势,促进西电东送和西部大开发,实现能源资源的优化配置具有重要意义。溪洛渡水电站的正式开工标志着金沙江流域梯级开发进入实质性阶段。
