本文首先比较了开放式创新模式与国家创新系统模型的异同之处,指出企业开放式创新模式是对国家创新系统模型的有益补充;其次,基于开放式创新政策理论框架,以三个欧洲国家的开放式创新政策实践为例,详细分析与评价了欧洲国家的开放式创新政策体系;最后,本文初步设计了我国开放式创新政策的范围框架与公共指南,提出了开放式创新政策实践的若干建议。 This paper first compares the similarities and differences between the open innovation model and the national innovation system model, and points out that the open innovation model of enterprises is a useful complement to the national innovation system model.
