The college entrance examination is a selective examination. The number of freshmen entering the regular colleges and universities in China is only about 3% of their peers each year. The rate of new high school graduates is less than 20%. It is unscientific to use the college entrance examination rate as the sole criterion for appraising middle school students by simply using the college entrance examination standards. This has brought serious impact on secondary education. In order to change this situation, approved by the Ministry of Education of the People’s Republic of China, starting from October 1984, it began to explore common high school exams and reform the college entrance examination system. This article describes Shanghai’s practice and thinking of conducting high school exams and reforming the college entrance examination system. It is instructive to carry out reforms in this area.
