第三产业正在我国迅速崛起,目前研究的重点已不是“我们需要第三产业”,而应是“如何促进第三产业的发展”。本文认为,后一问题的解决,一要进一步解放思想;二要为笫三产业的发展指出方向;三要改革体制,制定一系列政策措施。要促进第三产业的迅速振兴,首先要在经济理论和社会观念方面进一步解放思想。在经济理论方面应打破以下旧框框:1.“服务业不创造价值”。价值是由物质生产部门的劳动者创造的,非物质生产部门 The tertiary industry is rapidly rising in our country. At present, the focus of our research is not “we need the tertiary industry” but “how to promote the development of the tertiary industry.” This paper argues that the solution to the latter problem must be further emancipated the mind; second, we must point out the direction for the development of the tertiary industry; and third, we must reform the system and formulate a series of policy measures.
