国家对国有大中型企业的管理方式由直接管理、部门管理向间接管理、行业管理转变是深化经济管理体制改革的重要内容,也是增强国有大中型企业活力的主要措施之一。本文总结归纳了改革开放以来在建立新的企业制度方面的十大变化,认为当前国家对国有大中型企业的管理方式上存在政企职责分而不开、行业管理不力等问题,提出了解决这些问题的基本对策。
