一、概况及调查我县位于里下河地区,京杭大运河畔。全县30个乡镇,总人口877214人,其中农村人口约80万,占91.20％。总面积1462平方公里,农民平均年收入608元,是一个农牧、家禽、水产等多种经营产品的鱼米之乡。我县1985年～1987年,婴儿死亡上报率很低,在13～16‰左右,这不符合实际情况。于1988年7月我们按全县地区分布不同的位置,抽五个有代表性的
