民间社会团体的广泛兴起造就了一场全球社团革命 ,它反映了全球化时代国家与社会、权利与权力均衡互动发展和权力回归社会的当代走向 ,并形成了良性互动的新型权力制约与权利保障机制 ;增进了市场经济条件下的自生自发秩序 ;促进了全球化时代的法治范式转换 ;推进了全球法治秩序的形成。中国社会团体则在政府职能转变、市场经济转型和民主法治建设中 ,成为推进良性社会分权、促进社会自律管理、维护转型期社会稳定、加快民主法治进程的重要社会力量。
The widespread rise of civil society groups has created a revolution in global community. It reflects the contemporary trend of balanced development of state and society, rights and power and the return of power to society in the era of globalization and has formed a new type of power restriction and rights guarantee of benign interaction Mechanism; promoted the spontaneous and orderly order under the conditions of a market economy; promoted the paradigm shift of the rule of law in an era of globalization; and promoted the formation of a global law and order order. In the transformation of government functions, the transformation of market economy and the construction of democracy and the rule of law, Chinese social groups have become an important social force that promotes the decentralization of healthy society, promotes social self-regulation, maintains social stability during the transition period and accelerates the process of democratic rule of law.
