航班延误的原因多种多样,目前全世界没有完善的法律条文针对每项原因都提出相应具体解决措施。世界各国国情不同,航空公司经营情况更是大为不同,针对延误所制定出补偿金范围,也不可能有量化的统一标准。在我国,一旦航班延误情况出现,国内乘客不了解航延原因,怒火中烧,滋事事件屡有出现。就此,我们不能一味指责国人素质,也不能一味指责航空公司工作不周。我们注意到,针对航班延误、取消等情况,国外民航的一些行政条款确实从乘客角度出发考虑问题,给予了航空公司、机场等服务部门不少指导性
There are many reasons for flight delays. At present, there are no comprehensive legal provisions in the world that propose specific solutions for each reason. The situation in different countries in the world is different. The business operations of airlines are even more different. It is impossible to quantify the uniform standards for the scope of compensation set out in the delay. In our country, once the flight delay situation occurs, domestic passengers do not understand the reason for the flight delay, anger in the fire, frequent occurrence of incidents. In this connection, we can not just blame the quality of our countrymen, nor can we blame airlines for their ill-fated job. We have noticed that in view of the delays and cancellations of flights, some of the administrative provisions of foreign civil aviation do consider the issue from the perspective of passengers and give guidance to airlines, airports and other service departments
