在我国,事业单位是指为了社会公益目的,由国家机关或其他组织利用国有资产举办的社会服务组织;是保障国家政治、经济、文化生活正常进行的社会服务支持系统。长期以来,事业单位的基本建设、事业发展和管理模式,是由各级财政投资建设并核拨运转所需经费,主管部门直接进行管理的模式。随着社会主义市场经济体制的逐步建立和完善,事业单位的内外部环境发生了很大变化,传统的事业单位管理模式不断地受到市场经济的挑战和冲击,已不适应新的形势要求。 In our country, PSUs refer to social service organizations organized by state organs or other organizations using state assets for the purpose of social welfare. They are social service support systems that ensure the normal progress of the country’s political, economic and cultural life. For a long time, the basic construction, career development and management mode of public institutions have been modeled by the financial investment at all levels for the construction and appropriation of funds for their operation and the direct management by the competent departments. With the gradual establishment and improvement of the socialist market economic system, the internal and external environment of public institutions has undergone great changes. The traditional institutional management models are constantly challenged and challenged by the market economy and are no longer suited to the requirements of the new situation.
