新闻媒体作为公共意见交换的平台,对语言政策与教育政策可以起到创制性(constitutive)作用。这一作用体现在媒体往往使用话语策略来呈现公共意见,从而推动或阻挠政策制定。本文采用新闻传播学的框架理论,分析发表于一年内的138篇中国香港平面媒体关于“普教中”这一教育语言政策的文章。研究显示,本地平面媒体对“普教中”的报道和评论基本呈现“一边倒”的格局,倾向性明显。这显示出媒体可以积极参与政策制定、定义问题并构建公众意见,并能主导政策细节的辩论。本文向政策研究和制定者展示了媒体如何阻挠政策提案,显示出制衡框架(counter-framing)在话语对策上之重要。我们呼吁有关部门在教育政策和语言政策的研究上给予学者更多支持,从而更好地揭示媒体在话语斗争和政策辩论中的作用。
As a platform for exchange of public opinions, news media can play a constitutive role in language policy and education policy. This role is reflected in the fact that the media often use discourse strategies to present public opinions, thereby promoting or obstructing policy formulation. This article uses the framework theory of journalism and communication to analyze the published articles on the educational language policy of “General Education” in the print media of 138 articles published in Hong Kong in a year. The research shows that the reports and comments of local print media on “universal education ” basically show the pattern of “one-sidedness ”, with obvious tendencies. This shows that the media can actively participate in policy making, define problems and build public opinions, and can lead the debate on policy details. This article shows policy makers and policymakers how the media discourages policy proposals and shows the importance of counter-framing in discourse countermeasures. We call on relevant departments to give more support to scholars in the study of education policy and language policy so as to better reveal the role of the media in discourse discourse and policy debates.
