本文基于食品质量安全监管的角度,对食品生产企业质量安全责任履行与效果进行评价。从“风险管理+技术创新”方面,遴选了企业责任、质量管理、资源配置、产品质量、技术创新5个评价要素。经过优化,得出了15个可以定量的基本指标,应用Logistic回归中的顺序回归(Ordinal)模型建立食品生产企业分类模型,并在内蒙古选定42家食品生产企业进行试点应用。结果表明,文中所构建的食品生产企业分类模型效果良好,拟合度大于97%。在此基础上,本文给出了相关政策建议。
Based on the perspective of food quality and safety supervision, this paper evaluates the fulfillment and effectiveness of the responsibility of quality and safety of food production enterprises. From the aspects of “risk management + technological innovation”, we selected five evaluation elements of enterprise responsibility, quality management, resource allocation, product quality and technological innovation. After optimization, 15 basic indicators that can be quantified were obtained. The Ordinal model in Logistic regression was used to establish the classification model of food production enterprises, and 42 food production enterprises in Inner Mongolia were selected for pilot application. The results show that the classification model of food production enterprises built in this paper is effective and the fitting degree is more than 97%. On this basis, this article gives the relevant policy recommendations.
