普陀区是一个人口聚集的大区,随着改革的深化及产业结构的调整,就业难的矛盾日渐突出。该区下、待岗群体中女性占70％,如何使下岗女工再就业工程走向社会化、系统化,几年来,一直是妇联工作者不断探索、研究的重要课题。普陀区妇联在这方面作了成功的实践,将“再就业工程”与社区的“两级政府三级管理”的改革举措相结合,在政府的需求和群众需要两方面找到最佳结合点,收到“一条线开一朵花结一串果”的效应。
