战争不但造成了巨大的人身伤亡和财产损失,也给环境带来了严重的破坏。为了限制战争给日益恶化的环境造成新的重大损害,国际社会通过了一系列的宣言,缔结了一系列的条约。其中既有一般的环境条约,也有一般的战争公约,还有专门适用于在战争中保护环境的特别公约。本文论述了这些宣言和公约的积极意义,同时着重分析了它们的局限性,并且提出了相应的改进意见和未来设想。
The war not only caused tremendous personal injuries and property losses, but also brought serious damage to the environment. In order to limit the serious new damage caused to the deteriorating environment by the war, the international community adopted a series of declarations and concluded a series of treaties. There are not only general environmental treaties but also general conventions on war, as well as special conventions that apply specifically to the protection of the environment in war. This article discusses the positive significance of these declarations and conventions, emphasizes on analyzing their limitations, and proposes corresponding improvements and future scenarios.
