底特律水电站火灾响应暴露了应对突发事件时可用数据和遵循程序的不足之处,灾后恢复过程中总结的经验教训可供每一个水电工程业主借鉴。经过底特律水电站电气火灾,美国陆军工程师兵团波特兰区域工作人员在确定事故发生的根本原因、制定适当的应急响应措施等方面积累了许多宝贵经验。火灾发生于2007年6月18日,造成厂房下廊道两个13.8 k V断路器、限流电抗器及相关总线的损坏。浓烟和烟尘颗粒充满了厂房,后续清理和现代化改造耗资2 500万美元。
The Detroit Hydropower Station fire response exposed deficiencies in data availability and follow-up procedures for emergencies, and lessons learned from the disaster recovery process were made available to every hydropower owner. After the electrical fire at the Detroit Hydropower Station, the Portland Regional Staff of the Army Corps of Engineers has accumulated many valuable experiences in identifying the root causes of the accident and in formulating appropriate emergency response measures. The fire broke out on June 18, 2007, causing damage to two 13.8 kV circuit breakers in the lower corridor of the plant, current-limiting reactors and related buses. Smoke and dust particles filled the plant, followed by clean-up and modernization cost $ 25 million.
