通过对铁路战略装车点的建设、运输市场的发展及铁路运输能力建设等几方面进行综合分析,指出铁路战略装车点建设在战略定位、地区分布和统筹规划方面存在的不足或缺陷,制约和影响铁路货运的市场化发展。提出应制定铁路货运长远战略,并以此为指导,对战略装车点根据运输能力确定建设规模,同时因地制宜地调整建设标准,加强宏观调控等改进建议。
