历年来,我厂完成计划有进步,管理水平也不断提高,但是还没有完全达到国家的要求,而且在某些方面存在的问题是严重的。伙执行国家年度计划的结果来看,1952年有总产值,钢板、钢材、火砖质量,职工总数,劳动生产率没有完成;1953年有成本、职工总数、劳动生产率没有完成;1954年有锻钢材产量,电炉钢、小型钢质量,成本没有完成。从影响计划完成的主要问题来看,设备维护检修工作不好,叫了几年没有解决,生产不均衡,从1953年建立计划管理以来改进很慢,财务成本工作存在的问题更大。这都反映了企业管理水平低,正常生产工作秩序不健
