Since the curriculum reform, the three-level curriculum management system has been implemented. The school as the main body of the curriculum has been embodied. The school is given the dominant position in curriculum planning, implementation and evaluation. As the main body of the course, the establishment of course objectives is the first step in the school curriculum planning. Ralph Taylor’s classic book, The Fundamentals of Curriculum and Instruction, raises four questions about curriculum construction: What educational goals schools should achieve and what educational experiences can they provide to achieve these goals? How can we effectively organize these educational experiences? How can we determine if these goals are being achieved?
