对外服务行业是我国对外打开大门后应运而生的一个全新的行业,它专门负责向外商驻华代表机构提供雇员及相关服务。近年来,在对外服务行业迅速发展的同时,实际上一直还存在着一个颇为热闹的外派雇员的“黑市场”,它们与国家指定外服单位在业务开展中的不平等竞争,成为一个难以解决的问题。今年5月,北京市政府外事办负责人向外界公布了在北京地区可向外商代表机构提供雇员的单位有五家:即北京外企服务总公司,中国国际人才开发中心、中国国际企业合作公司、中国国际技术智力合作公司、中国四达国际经济技术合作公司,改变了北京外企总公司独家经营的局面。至此,在北京地区正式形成了多家竞争的格局,对外服务行业进入了一个新的发展阶段。这一举动,是否意味着在这个最有代表性的大都市,对外服务市场就此可以全面放开,自由竞争?对外服务行业将如何发展?这是摆在我们面前的一个新的课题。
The foreign service industry is a brand-new industry that emerged after China opened its doors to the public. It specializes in providing employees and related services to the foreign representative offices in China. In May this year, the person in charge of the Beijing Municipal Foreign Affairs Office announced to the outside that there are five units that can provide employees to representatives of foreign companies in the Beijing area: Beijing Foreign Enterprise Service Corporation, China International Talent Development Center, China International Enterprise Cooperation Corporation, China International Technology Intellectual Cooperation Co., Ltd. and China Sida International Economic and Technical Cooperation Co., Ltd. have changed the exclusive operation of Beijing Foreign Investment Corporation. At this point, a number of forms of competition have formally formed in the Beijing area, and the foreign service industry has entered a new stage of development. Does this move mean that in this most representative metropolis, the foreign service market can be fully liberalized, free competition, and how the external service industry will develop? This is a new topic before us.
