通过对现行公费医疗改革的必要性、实施军人基本医疗保险的可行性及军人医疗保险制度设计应注意的问题进行论述后,文章认为,在《军人退役医疗保险暂行办法》基础上,应依据军队后勤保障社会化改革的要求,进行医疗消费改革,实行军人基本医疗保险,实现保险制度与医疗消费的结合。
After discussing the necessity of reforming the existing public health care system, the feasibility of implementing the basic medical insurance for military personnel and the issues that should be paid attention to in designing the military medical insurance system, the article believes that on the basis of the Interim Measures for Military Medical Insurance Retired, Logistical support social reform requirements, medical spending reform, the implementation of military basic medical insurance, insurance system and medical consumption to achieve a combination.
