杭州市下城区主要城市河道大多位于上塘河水系末端,水下植物长势不足,水体自净能力不全,河道水质较差;且河道普遍弯曲、宽度较窄,多处桥梁下过水情况差、阻水点难以清理,浮泥沉积快,无法大面积使用传统的挖泥船清淤技术,淤泥外运也越来越难;而且,淤泥堆积场地建设多以侵占既有绿地为代价,给城市土地资源带来新一轮压力。为此,探索一条既能高效清理河道淤泥,又能减少资源浪费的新道路,是现实与未来的共同需求。
