管理是指在一定的环境或条件下,管理主体为了达到一定目的,运用一定的职能和手段。时管理客体施加影响和进行控制的过程,管理工作必须适应被管理事务的特点和本单位的情况。下面结合莱芜钢铁总厂钢研所的实际,浅谈企业技术开发的组织与管理。 技术开发部门的管理,首先要加强学术领导,要给技术开发人员创造浓厚的学术气氛和良好的工作环境,同时注意运用经济手段进行管理,但不能简单地只按经济原则办事。
