在已不足两年的任期中,奥巴马政府强烈希望能完成在贸易领域两大旨在战略防御中国的谈判:跨太平洋伙伴关系协议(TPP)以及跨大西洋贸易和投资伙伴关系协定(TTIP)。其中,为加速TPP谈判,美国总统奥巴马渴望获得贸易促进授权(TPA),然而当地时间5月12日,美国国会参议院在程序性表决中,最终否决了给予奥巴马政府TPA的议案。这反转了外界对奥巴马政府在任期内能完成TPP与TTIP谈判的预期。
In less than two years of office, the Obama administration strongly hopes to complete the two major negotiations in the area of trade aimed at strategic defense of China: the Trans-Pacific Partnership Agreement (TPP) and the Transatlantic Trade and Investment Partnership (TTIP). Among them, in order to speed up TPP negotiations, the United States President Barack Obama eager to obtain Trade Promotion Authority (TPA), but local time on May 12, the US Senate in the procedural vote, the final veto the Obama administration’s TPA motion. This has reversed the expectation that the Obama administration will be able to complete the TPP and TTIP negotiations during the term of office of the Obama administration.
